If the goal of a facilitated process is to have a better-informed and supported public action, it is important to spend a great deal of time up front deciding how to frame the issue. The issue-framing process has four components: analyzing the issue; exploring the values that individuals and groups have; creating a vision for the community; and developing a strategy to move forward and get results.
