In 1996, the Personal Responsibility and Work Opportunity Reconciliation Act was signed into law. Commonly referred to as welfare reform, the goal was to move families receiving public assistance to economic self-sufficiency. Little was known about the impact of welfare reform on rural residents' quality of life.

Researchers proposed a multi-state, longitudinal research study assessing various aspects of a family's well-being in rural areas in the context of welfare reform. The study holistically addressed interrelated factors, including relationships both within the family and external to the family unit, finances and other supporting resources, work history, health, nutrition, child care and transportation.
